3.7 COACHES EDUCATION AND CERTIFICATION PROGRAM

3.7.1 The Commissioner, or his designee, shall organize and coordinate the program, develop the curriculum and the instruc­tional and examination phases, and provide a program for temporary emergency certification.

3.7.2 A school shall not allow a non-faculty member to coach any LHSAA sport unless he/she has been properly certified or has attended a CECP class and is in the process of being certified through the LHSAA Coaches’ Education and Certification.

3.7.3 All non-faculty CECP coaches shall enroll and complete the National Federation of State High School Associations Coach­es’ Education course by May 31st of the school year in which they complete the LHSAA Coaches’ Education and Certifica­tion Program. Failure to complete the NFHS Coaches’ Education course shall render the individual an illegal coach and subject to all fines and penalties. An LHSCA coach’s card will not be issued until the National Federation of State High School Association’s Fundamentals of Coaching Education course is completed and the certificate number is entered on the school’s online LHSAA member site.

3.7.4 All registration forms, including payment in full, for the CECP class must be properly filled out and turned into the LHSAA office prior to an individual being admitted to a class. Failure to submit the proper paperwork and payment will result in the individual not being allowed to attend that particular class

3.7.5 In order for a non-faculty member to become CECP certified, the LHSAA CECP online test must be completed within 30 calendar days after the individual has attended the CECP course. Failure to complete the online examination within 30 calendar days shall declare the individual an ineligible coach and subject to all fines and penalties.

3.7.6 Only those individuals who have completed the LHSAA CECP class and the NFHS Fundamentals of Coaching course will be allowed to register at the LHSCA coaches’ clinic in July as coaches with the Louisiana High School Athletic Associa­tion.

3.7.7 Any school that utilizes the services of a CECP non-faculty coach shall keep the certificates of the LHSAA Coaches’ Edu­cation and Certification and the National Federation of State High School Associations Coaches’ Education Course on file at the school in which the individual is providing the coaching service. The school shall also be responsible for entering the NFHS certificate number on the LHSAA member school website.

3.7.8 Any individual, certified to be a CECP coach after July 1, 2008, that ceases to be a CECP coach for a period of three years shall be required to complete the CECP certification process over in order to be considered a legal coach. Failure to do so shall declare the individual an ineligible coach and subject to all fines and penalties.

3.7.9 An administrative fee of $25 will be assessed to any individual who must re-take the CECP test more than twice. In all cases, if an individual fails to complete the LHSAA CECP online examination within the 30 calendar day time period, the individual shall be declared an ineligible coach and subject to all fines and penalties.
